June 07, 2006 -- Espoo, Finland - As the charging and billing landscape is being transformed by a surge of prepaid subscribers and the convergence of networks, Nokia is taking steps to strengthen its position as a provider of advanced charging solutions with its enhanced Unified Charging Suite. "There is a sea-change underway in charging," says Mika Vehviläinen, Senior Vice President and General Manager, Networks, Nokia. "Most of the next billion subscribers will be pre-paid users, presenting operators with huge challenges to keep their account information up-to-date. Real-time charging is an absolute must in this changing environment. At the same time, network convergence is forcing operators to retool their charging systems to meet the needs of different types of network access. They need an on-line charging system closely integrated to the network to provide up-to-the-second charging information in a harmonized way regardless of how subscribers are accessing their services."
"Nokia is ready to help operators manage this technology shift," continues Vehviläinen. "With a sharp focus on sales, increased resources for future product development, and our strong existing solution, we are well positioned to expand our presence in this space and substantially grow our share of the charging and billing system market."
The first concrete step in this campaign is the launch of the Nokia Unified Charging Suite 2.0 at Billing and Information Management Systems 2006 in London. The Unified Charging Suite is Nokia's convergent charging solution, which allows operators to flexibly meet their entire range of charging needs. It gives operators the real-time information they need about their subscribers' current prepaid balance - information that can't be provided by their existing IT-based back office systems.
The Nokia Unified Charging Suite allows operators to use the same charging processes regardless of whether subscribers are post- or prepaid, are using voice or data services, or are accessing services via fixed or mobile networks. Charging can be based on access method or content.
Release 2.0 brings a new streamlined and open architecture, savings in operational costs due to functionality such as easy service deployment, and increased ARPU through targeted service offerings and bonus and loyalty programs. Convergent charging services can be offered thanks to common rating, accounts and business logic. A complete view of the customer base allows operators to gain unique insight into subscribers' usage patterns, and use that information to create services that truly meet their customers' needs.

ORLANDO, Fla., June 7 /PRNewswire/ -- Cingular Wireless customers in West, Central and North Florida should experience fewer dropped calls and improved call quality and coverage now that the Cingular Wireless and former AT&T Wireless networks have been fully combined into one.The network integration, which involved choosing the best cell sites from both networks, eliminating duplicate equipment, and combining technologies onto a common network, is part of a $370 million investment in Florida this year by the nation's largest wireless carrier. Since 2005, Cingular has spent more than $435 million on its network in West, Central and North Florida and approximately $13 billion nationwide.
"It's great to see the investments we're making in our network are paying off, especially for customers," said Dan Norman, vice-president and general manager for Cingular's West, Central and North Florida markets. "Quality and coverage are everything in our business, and our customers can be assured they're receiving the best service Cingular has ever provided in West, Central and North Florida."
Network integration in South Florida will be completed this summer.
When Cingular and AT&T Wireless merged in October 2004, customers received a better experience immediately because they had access to more cell sites in more places through "home-on-home" roaming. Now, with the completion of the network integration in West, Central and North Florida, the two networks can "talk" to each other, establishing the call through the closest cell site and passing the call seamlessly from site to site.
Cingular's 2006 Florida investment also includes the addition of portable and permanent generators and the launch of a third generation (3G) high-speed broadband wireless network this summer that will allow customers to access information and applications at broadband speeds between 400-700 kilobits per second.

June 7, 2006 -- WASHINGTON, D.C. - Dr. Harold W. Furchtgott-Roth submitted an economic analysis to the Federal Communications Commission this morning that concludes Early Termination Fees (ETF) are a critical tool in providing consumers numerous economic benefits, particularly with regard to cost-savings in products and wireless services. Dr. Furchtgott-Roth, who filed his analysis on behalf of CTIA – The Wireless Association®, finds that government-imposed ETF restrictions would result in substantial consumer harm. CTIA is advocating the FCC to rule that ETFs are part of the rate structure of wireless services, and as such, are exempt from state-level restrictions. “Consumers have benefited from the absence of price regulation of wireless services. Restrictions on the rate structure of wireless services, including ETFs, have few if any identifiable consumer benefits but would impose substantial costs on consumers, said Furchtgott-Roth.
“Without considering any legal reasons for the Commission to adopt a specific position in this docket, there are no compelling economic or consumer reasons to reinforce or expand government limitations on the rate structure of ETFs for wireless services. Indeed, the opposite holds: limitations on the rate structure of wireless service contracts, including ETFs, clearly harm consumers.
Furchtgott-Roth, who served as an FCC Commissioner from 1997- 2001 is currently the President of Furchtgott-Roth Enterprises. Prior to joining the FCC, he was the Chief Economist for the U.S. House of Representatives Committee on Commerce, where he worked on the Telecommunications Act of 1996, the Balanced Budget Act of 1995 and the electricity deregulation legislation for the 105th Congress.
In his filing to the FCC, Furchtgott-Roth found that wireless consumers are reaping considerable benefits from a robustly competitive marketplace.
“For few other consumer products or services does the American consumer enjoy as much competition, and for no other telecommunications service. Consumers can purchase wireless services practically anywhere. Where markets are competitive, it is difficult to find a rational basis for economic regulation of prices such as limitations on the structure of contracts between suppliers and consumers, continued Furchtgott-Roth.
CTIA – The Wireless Association® President and CEO Steve Largent complimented Furchtgott-Roth on his thorough declaration and said it is further proof that competition is serving wireless consumers well.
“I think the paper clearly illustrates that the wireless consumer is in the driver’s seat and has the ability to choose the products and services that best their individual needs. Competition in the wireless marketplace is vibrant, and it is enabling consumers to save money while accessing newer and more innovative services, said Largent. “It is our hope the FCC recognizes the tremendous benefits early termination fees provide consumers and in a timely fashion takes the proper steps to reaffirm ETFs as a clear portion of the wireless industry’s rate structure.
